日本ルワンダ・ビジネスフォーラムとは？

本イベントは、ルワンダ大統領ポール・カガメ閣下をはじめとした政府要人を招き、ビジネス環境についてお話を伺うことができる貴重な機会でした。

It was a precious opportunity to listen to Mr. Paul KAGAME, President of the Republic of Rwanda, and other key government officials about the business environment of Rwanda.

撮影禁止につき会場の様子はお見せできませんが、入場すると来日ルワンダ企業の方々が左手にまとまり、中央と右手に日本人参加者が着席していました。

I am sorry we were not allowed to take photos in the hall so I cannot show you, but as I entered the hall, I could see people from Rwanda seated on the left and Japanese people on the right.

カガメ大統領に対する国民の強い支持

イベントはポール・カガメ大統領の入場とともに始まりました。
大統領が登場すると、左手ルワンダからの出席者の方々が一斉に立ち上がり拍手で迎えました。

At the beginning of the event, the Rwandan attendants stood and applauded as soon as the president came out.

大統領のリーダーシップによる国の発展は知られていますが、国民からの心からの信頼が感じられる瞬間でした。
その後大統領の基調講演を始める際、そして退場の際にもルワンダの方々から、立ち上がっての拍手が起こりました。

It is well known that the leadership of Mr. Paul KAGAME is realizing the growth of the country, and the scene told us how sincerely the people trust him.
Rwandan people gave him a standing ovation when he gave a speech and when he left the hall too.

日本ルワンダ・ビジネスフォーラムがスタート！

ルワンダのビジネス環境の充実を実感

JETRO、日本アフリカ連合友好議員連盟、経済産業省から各代表の方のご挨拶があり、その後ルワンダでのビジネスについてのプレゼンテーションが始まりました。

Welcome address was given by the representatives of JETRO, Japan-African Union Parliamentary Friendship League, and Trade Policy Bureau. Afterwards, we listened to some presentations on business.

ルワンダ政府によるプレゼンテーションでは、ルワンダの人口の多さ、４つの公用語、ジェノサイドの歴史からICT推進による今日への成長などといったルワンダの基礎情報から、治安の良さ、国際空港やインフラの発達などによるビジネス環境の充実が語られました。

The government of Rwanda gave a presentation telling the basics of Rwanda such as the population, four national languages, and the growth based on ICT after the genocide in 1994. We also learned about the safety of the country today, as well as the airlines and the infrastructure, which enrich the business environment of Rwanda.

ルワンダでのビジネス展開を行う企業のプレゼンテーション

ルワンダに展開中のIoTスタートアップMomoさん、
ルワンダでオフショア開発を行なうレックスバート・コミュニケーションズさん各代表によるプレゼンテーションも聞きました。

We listened to the CEO of Momo Inc., IoT startup company expanding into Rwanda,
and the CEO of Rexvirt Communications Inc., dealing with offshore development in Rwanda too.

カガメ大統領の人柄が感じられる基調講演

最後カガメ大統領による基調講演において、これまでのプレゼンテーションを振り返り、日本とルワンダの強い繋がりとこれからの発展の展望を確かめました。

In the keynote address by the president at the end, he summarized the presentations emphasizing our ties and the prospect of our future prosperity.

質疑応答に移る際、「質問でなくとも、ソリューションをくれても良いですよ」と言うと会場に笑いと拍手が起こりました。
国民から絶大なリスペクトを受けながらユーモアを忘れない、大統領の人柄が感じられるスピーチでした。

When he allowed questions in the end, he added “They don’t have to be just questions. They can be solutions and answers.”, which caused some laughter and a big round of applause.
His speech told us that he is majestic but also friendly.

12時からは交流会が開かれました。

ルワンダで成功している起業家として頻繁に取り上げられる、DMM.HeHeのCEO、Clarisseさんと名刺交換が叶いました！

We were able to exchange cards with Ms. Clarisse Iribagiza, CEO of DMM.HeHe, who is often featured as one of the successful Rwandan entrepreneurs!

「Clarisseさんのファンです」と伝えると、チャーミングに訝しげな表情を見せ笑ってくれました。

I told her I’m her fan, and she showed me doubt with a charming smile.

WiredinのCEO、Alainさんともお会いしました！

We also met the CEO of Wiredin, Mr. Alain Kajangwe!

交流を通してディープロのルワンダWebエンジニア教育事業について説明し、次なるステップは雇用に繋げることと伝えると、みなさんから「ぜひコラボレーションしましょう！」と反響がありました。
エンジニアの需要はあっても人材育成は不足しているようで、DICのプログラミングスクール卒業生が歓迎されそうです。

As we met people, we told them our web engineer education project in Rwanda and the next step to create employment. They positively showed the chance of our collaboration, and it seems that our graduates from DIC programming school will be welcomed!

Kigali Innovation Cityについてのセッション

交流会の後は、13時からはICT省主催の分科会がありました。

  に関する分科会のうち、ディープロは3つめに参加しました。

After the networking, there were sessions for

• Investment for infrastructure / real estate
• Investment for Rwanda Innovation Fund
• Expanding into Kigali Innovation City
  and I joined the third session.

Kigali Innovation Cityプロジェクトとは？

RiSA (Rwanda Information Society Authority)のCIOを務めるAntoine Seberaさんに、プロジェクトの詳細について説明頂きました。

Mr. Antoine Sebera, CIO of RiSA (Rwanda Information Society Authority) explained the project.

Kigali Innovation Cityプロジェクトは、70ヘクタールの土地に大学、テクノロジー企業、不動産などを集め、産官学連携によるシナジーを狙うものです。イノベーションエコシステムを構築するべく、世界中からIT系企業を呼び込もうとしています！

Kigali Innovation City project is going to accommodate universities, technology companies, and real estate on 70 hectares of land, expecting the synergy effect in cooperation with industry, government, and academia. It invites technology companies from all over the world in order to create an innovation ecosystem!

大学からは30年に渡って毎年2,600人以上の学生が卒業するとも言われています。テクノロジーに精通する起業家をアフリカに多く輩出しながら、プロジェクトを通じて多くの雇用も生み出すことが期待され、ルワンダの発展に大きく貢献することが予想されます。

The universities are expected to produce 2,600 graduates annually over 30 years increasing the number of tech-savvy entrepreneurs in Africa, and also KIC project will create a large number of jobs, which will greatly contribute to Rwanda’s growth.

アイディアはあるもののビジネススキルがない若者に会計や法律のサポートを行い起業家を成功に導く体制を整えるなど、ルワンダのスタートアップを盛り上げる姿勢を感じました。
日本の政府・企業に対し、KICに関心があればルワンダの大臣・政府担当者は親身に対応するとおっしゃいました。

Rwanda supports the youth having ideas but no business skills by providing them with knowledge of accounting and law. They showed their willingness to help us expand into KIC in cooperation with the friendly ministers and government officials in Rwanda.

プログラミングスクール需要の見込み

最後、質疑応答の時間にIT教育の需要を尋ねると、大いに存在するとの答えを頂きました。
はっきりとした数字は言えないものの、年間1000人規模のエンジニア育成を計画し、今月から開始する教育事業もあるそうです。
ディープロのビジョンに対し、笑顔でチャンスの大きさを示唆してくれました。

In Q&A, I asked Mr. Antoine the demand for IT education there, and he clearly told me there is with a smile.
They have engineer training projects, one of which starting in this January, and even around a thousand people are going to be educated annually, although the number is not clear.

Through learning about international cooperation, got interested in business for Africa. Intern of Global Unit, ディープロ Corp. since October 2017. Translated the curriculum and welcomed ABE Initiative interns.
